26. Tension is when one experiences nervous strain and anxiety.

You're right, this is not grammatically correct. The error is called "faulty predication." You cannot follow the verb "to be" or variants of it with subordinate conjunctions (i.e., "when" or "because"). So you cannot write "is because" or "is when."

So the sentence should read: "Tension occurs when one experiences nervous strain and anxiety."
